That's the Rough Rider hisself.
I could never get how he and Muir were pals. Roosevelt thought of nature as a resource to be exploited -- protected sure, but only so it could be continually exploited. He thought it was all renewable. Muir, on the other hand, thought we should leave nature alone, only periodically check in and marvel at it.
Of course, now we have shit like this that our gubmit natural resources enforcers come up with.
